Governance & Integrity
Impartiality Governance
Protecting the independence, objectivity and credibility of every certification decision
At W3 Solutionz FZE, impartiality is the foundation of trust.
As an independent certification body, we recognize that certification is a matter of public confidence. Every certification decision must be credible, objective, evidence-based and free from commercial, financial, personal or organizational influence.
Our impartiality governance framework is designed to protect the integrity of our certification activities while ensuring that all clients, regulators, accreditation bodies, scheme owners and stakeholders can rely on the credibility of W3 Solutionz certifications.
Certifying Excellence, Inspiring Trust.
Our Commitment to Independent Certification
W3 Solutionz FZE grants, maintains, renews, suspends or withdraws certification only on the basis of:
We maintain strict controls to ensure that certification activities remain independent from any service, relationship or interest that could create a real, potential or perceived conflict of interest.
Why Impartiality Matters
Certification creates value only when stakeholders trust that the decision was made fairly, independently and on the basis of evidence.
For W3 Solutionz, impartiality is not only a compliance requirement. It is a governance principle that protects our credibility, our clients and the value of every certificate we issue.
How W3 Solutionz Safeguards Impartiality
1. Independent certification decisions
Certification decisions are made by authorized and competent personnel who are independent of the audit team.
Audit team members are not permitted to make certification decisions for the same client. This ensures that certification outcomes are reviewed objectively and independently from the audit process.
2. Conflict-of-interest screening
W3 Solutionz screens impartiality risks at key stages of the certification process, including:
- Client enquiry and application review
- Proposal and contract review
- Service acceptance
- Auditor and technical expert assignment
- Audit planning
- Audit delivery
- Technical review
- Certification decision-making
- Surveillance and recertification
- Complaints, appeals and impartiality concerns
Where a conflict of interest is identified, W3 applies appropriate controls, which may include personnel exclusion, service restriction, cooling-off periods, independent review or refusal of certification activity.
3. Separation of certification and non-certification services
W3 Solutionz maintains clear boundaries between certification activities and other permitted professional services.
Certification activities are separated from:
- Training and capacity-building services
- Second-party audits and supplier audits
- Internal audit and gap assessment activities
- ESG and sustainability services
- Information security support services
- Product certification support activities
- Business advisory and transformation services
Where a non-certification service could affect certification impartiality, W3 will restrict, decline or separate the service to protect the independence of certification decisions.
4. Personnel declarations and independence controls
All persons working for or on behalf of W3 Solutionz are required to disclose actual, potential or perceived conflicts of interest.
This applies to:
- Directors and senior management
- Certification managers
- Auditors and lead auditors
- Technical experts
- Trainers
- Consultants and advisors
- Subcontractors and outsourced personnel
- Sales and business development personnel
- Impartiality Committee members
- Representatives and external resources
Individuals are not permitted to participate in certification activities where their independence may be compromised by previous consultancy, employment, financial interest, personal relationship, advisory involvement or any other conflict.
5. Impartiality Committee oversight
W3 Solutionz has established an Impartiality Committee to oversee the effectiveness of impartiality controls.
The committee is responsible for reviewing:
- Risks to impartiality
- Conflicts of interest
- Commercial and financial pressures
- Service relationships
- Complaints and impartiality concerns
- Certification decision safeguards
- Corrective actions related to impartiality
- Changes in service scope that may affect independence
The Impartiality Committee has the authority to challenge management decisions, request corrective action and escalate concerns where certification independence may be threatened.
6. Protection from commercial pressure
W3 Solutionz does not allow commercial interests to influence audit findings, technical review or certification decisions.
Certification outcomes are not influenced by:
- Client size or revenue value
- Sales targets
- Referral arrangements
- Repeat business opportunities
- Market pressure
- Consultant or partner recommendations
- Training participation
- Advisory relationships
- Urgency of client requirements
Our certification decisions are based solely on objective evidence and applicable certification requirements.
Service Boundaries and Conflict Controls
W3 Solutionz offers a broad portfolio of certification, assurance, training, sustainability and professional services. To protect impartiality, each service area is subject to defined boundaries.
ISO Certification Services
W3 Solutionz may audit and certify management systems within its approved scope.
W3 does not design, implement, maintain or manage the client’s management system for the purpose of certification. Certification is not guaranteed and is granted only when objective evidence demonstrates conformity with applicable requirements.
Product Certification
Product certification decisions are based on applicable scheme requirements, technical evidence and independent review.
W3 does not design, manufacture, develop, supply, install, maintain or consult on products, processes or services that it certifies where such involvement could compromise impartiality.
Training and W3 Academy
W3 Solutionz may provide general awareness, internal auditor, lead auditor, professional development and capacity-building training.
Training is permitted when it is general knowledge transfer and does not become client-specific implementation consultancy.
Participation in W3 training:
- Is not a condition for certification
- Does not guarantee certification
- Does not reduce audit requirements
- Does not influence certification decisions
- Does not provide preferential treatment
Where training becomes client-specific implementation support, it is treated as a potential consultancy risk and controlled accordingly.
Second-Party Audits and Supplier Audits
W3 Solutionz may conduct second-party audits, supplier audits and custom audit programs as non-certification services.
Where W3 performs an internal audit, gap assessment or equivalent audit-readiness activity for an organization’s management system, W3 will not certify that same management system where such work creates an unacceptable impartiality risk.
Applicable cooling-off periods, personnel exclusions and service restrictions are applied where required by accreditation, scheme or internal impartiality rules.
Internal Audits and Gap Assessments
Internal audits and gap assessments may create significant impartiality risks if performed for an organization that later seeks certification from W3.
W3 does not certify a management system where W3 has performed internal audit or implementation-related gap assessment activities for the same system in a way that compromises independence.
Where such services are requested, W3 will assess whether the activity is permissible, restricted or prohibited before accepting the assignment.
ESG and Sustainability Services
W3 Solutionz may provide ESG and sustainability-related support such as:
- ESG awareness and capacity building
- Sustainability readiness reviews
- ESG reporting support
- Carbon footprint assessment
- Net zero planning
- SDG alignment support
- Sustainability strategy guidance
These services are controlled as non-certification services.
W3 will not certify, verify or assure work where its own advisory involvement could compromise independence or create a conflict of interest.
Information Security Services
Information security services may include risk assessments, business continuity support, privacy readiness, cybersecurity awareness, incident-response planning or audit-readiness support.
Where such services involve client-specific design, implementation or control development, they are treated as advisory activities and screened for impartiality risk.
W3 will restrict certification activity where information security advisory involvement could affect the independence of certification decisions.
Business Advisory and Transformation Services
Business advisory, strategy, leadership, culture, digital transformation or operational improvement services are delivered only where they do not conflict with W3 certification activities.
W3 does not allow advisory work to influence certification outcomes, audit findings, certification scope, audit duration or certification decisions.
What W3 Solutionz Does Not Do
- Guarantee certification as a result of training, advisory, audit-readiness or commercial engagement
- Certify management systems, products, processes, services or competence schemes where W3 has created an unacceptable impartiality threat
- Allow audit team members to make certification decisions for the same client
- Outsource certification decisions
- Link certification outcomes to the use of a specific consultant, trainer, partner or advisory provider
- Suggest that certification will be easier, faster or guaranteed if a client uses a W3 training or advisory service
- Allow sales incentives, referral arrangements or financial pressures to influence audit findings or certification decisions
- Permit personnel with conflicts of interest to participate in relevant certification activities
- Provide preferential treatment to clients based on commercial value, relationship history or repeat business
Marketing and Communication Controls
W3 Solutionz is committed to transparent and responsible communication.
Our marketing, proposals and client communications must not imply that:
- Certification is guaranteed
- Training leads automatically to certification
- Consultancy improves the likelihood of certification
- A client must use W3 training or advisory services before certification
- Any partner, consultant or referral source can influence certification outcomes
- Certification decisions can be accelerated through commercial arrangements
All public communications are reviewed to ensure that certification services are presented accurately and in a manner that protects impartiality.
Certification Decision Independence
All certification decisions remain under the full control of W3 Solutionz FZE.
W3 retains responsibility for:
Certification decisions are not outsourced and are not delegated to consultants, trainers, auditors, sales personnel, clients or external interested parties.
Managing Impartiality Risks
W3 Solutionz uses a risk-based approach to identify, evaluate and control threats to impartiality.
Potential risks may arise from:
Where risks are identified, W3 applies safeguards proportionate to the nature and severity of the risk.
Examples of Safeguards
